New Zealand is completely dependent on imported fossil fuels for jet fuel, diesel and petrol since the closure of the Marsden Point Refinery. This report provides guidance to the New Zealand Government on its resilience and fuel supply security with costs and benefits on mitigations that minimise the impact of disruptions on essential services and economic activity. Envisory/Castalia’s analysis of New Zealand’s fuel security challenges, now guide government policy on resilience and fuel supply. It has been informed by discussions and engagement with fuel importers and suppliers, major fuel users, Government agencies and representatives of stakeholder groups.
